The truth has to be told: Beyoncé fans rarely buy singles.
You can ask around here who bought CIL, DV, IIWAB digitally or phisically and I'm sure less than 50% of her fans have. I know I haven't! But I bought all her albums except IASF twice
(not because I'm a crazy fan but because my 1st copy of DIL got old and I bought the two B'Day editions
).
For most of us, it was the 1st time we try to purchase something on Itunes, but I don't think most of Bey fans followed that lead.
Her fans are more of album buyers than singles.
When her songs go to the top, it's because she met the expectation of the general public. And so far this song hasn't done that. Deja Vu is the perfect example, yet the 1st week sales of B'Day was not bad.
