True but a meaning is better then nothing.
Art is usually explained through that process as well. Usually the outer appearance isn't anything amazing but its the explanation and meaning that really makes the art what it is.

Art is expression. A true artist never reveals the meaning.
If you, as a monster, can't come up with a meaning on your
own terms about the album cover, then that says enough about the 'artwork.'

The only bad thing on the cover is the font. And her hands should have been normal. It's really badass. Very unexpected. It's iconic and takes time to get used to. I like it.
