I think her future singles will get blocked from #1 either way - by Judas pre-album or by the album sales post-album, but it's best to give people the best tracks and get them excited for the album than put out the mediocre material.
True, but we don't know if they will be good as singles.
Marry The Night was originally planned to be the first single.

You're right about giving people good songs. Government Hooker sounds amazing, and a lot of people love the preview, so that, instead of the #1 single material, could be a better promotional single. imo.
