I download the video, open in Movie Maker and select the bit I want to be a gif. Then use THIS to convert to a gif. Then open the gif in Photoshop and edit/crop/resize it.

On the menu options where it says Open / Save etc, further down there's 'Import,' I use that.
It then comes up animated into slides at the bottom. Then do whatever like a normal image.
