It will definitely cross 4 million AND 2 million in the US without a re-release. Keep in mind, she'll be touring all year which means there's at least one more single planned. Not to mention the award shows she'll be a part of.
If "Last Fiday Night" never gets released, it'll be the first mistake Capitol has made with Katy since they chose "Thinking Of You" over "If You Can Afford Me".
