I’ve really grown to love the “Circus” cover. She is all dolled up on it, the editing is nice, the cover is very appealing to the eye (unlike the "Blackout" cover,) and she looks so beautiful, cute, sweet, and genuine.
I think it goes well with the title, which represents the madhouse that her life is, and I see it as her being officially back and sitting on top of the world again despite all the lavishness. Let’s face it, she is the biggest media queen ever, no one can stir up headlines as she can and no one will ever snatch the tabloid tiara from her.
It was a little safe, but I guess it was only to prove that everything is better. It was all a part of her comeback, because one of the best ways for stars to comeback is through image.
Everyone hate it, now almost everyone love it. This will be the same. 
I don't hate it, but I certainly don't like it, it's her worst cover thus far.
