I think Katy hates how Gaga tries to be dark and wild and uninhibited in her image. And she hates the things she does to generate fast and easy attention.
That is, until she shipped million of copies of her album, failed to sell them, and had to resort to shock tactics much worse than Gaga's to move the units. 
She tries to come off as a sweet, sunny Cali "gurl," but deep down she seems very passive-aggressive, snarky and jealous.

I think it is more of the fact that Katy debuted before Gaga but Gaga made a huge impact and has a lot more talent.

I think it's this to be honest. Of course it's all speculation, but I think there is defintiely some resentment there. Katy was the new IT girl before Lady Gaga showed up.

Not really, she doesn't seem to have a problem with Ke$ha or Rihanna. I can just picture Katy watching a Gaga video or outfit and going "Ewww like omg why isn't she like dressed cute, like!"

I disagree. She's like of the mean girls in a high school who shades another girl because of jealousy. And that is one of the most glaring signs of insecurity.

Rihanna came long before her, though, and nobody takes Ke$ha seriously.

Katy was indeed the it girl of 2008, during the 2nd half of the year. I guess the public was just STARVING for a star like her after Britney's downfall and Christina nowhere to be seen. She was the easiest thing and the public embraced her. She really is a funny case, as I deeply believe she has ZERO star quality or charisma, something that the several generations of leading pop stars undoubtedly had, from Britney and Christina, to Beyoncé and Rihanna and now Gaga.
She probably had a ****ed up childhood. Hence the album being titled Teenage Dream. I heard she didn't even went to highschool and her parents were really tight with her. I doubt she ever kissed a girl or ever got drunk on a friday night.

Took the words right out of my mouth. Lady Gaga, the newbie, surpassed her in terms of popularity and impact - that's a blow to the ego. I would guess that if Ke$ha had soared above Katy that she would react the same way with her as she does with Lady Gaga.

I think Katy just wants The Fame
She does promotion after promotion and struggles to break platinum with both of her records even though shes had multiple #1 hits. She doesnt appear on Jimmy Kimmel and all the talk shows just for fun, its to reap a profit. But when she sees Gaga being able to make 4x that profit and not have to promote as much it must cause some intense jealousy. I feel like shes desperate for the hype, the followers, and the attention that gaga has.

Hmm, doesn't overshadow her how? Rihanna was already wrapping up her most successful era to date by the time Katy came around.
Katy kinda started with the whole "wear wacky clothes" thing, and I can see how she'd be annoyed at Gaga coming a few months later and upping that to the nth degree.
