that's because people release 6 weeks later in the uk. Britney released 5 weeks early, it won't peak this week, it's got airplay + video to come every other song there allready has it.
People you need to remember the uk is a different market to most others. It still has a chance at no.1 and i would not being saying that if i didn't belive it, Trust me alot of people will openly say they like HIAM here, and radio are playing it. The first time in about 7 years.
it's natural for it to go down, it will regain no.1 once the video is out.
