They did not mean "deserve" as in sales and airplay statistics. They means "deserve" in quality. The person just doesn't enjoy the song enough to think it's number one material.
I agree with them. The song is okay, but it just doesn't scream number one hit to me. It's definitely a hell of a lot better than "3," though. It still sickens me that "song" got to number one, but "Circus," her best song in years, didn't.
