Tha Carter III, but he's never matched that. Eminem and Kanye have had much more sustained success.
And clearly, Eminem is huge all over the planet. I don't know about Kanye's worldwide drawing power, but he makes up for it in newsworthiness. Lil Wayne seems particularly local to me.
