Billboard's shady ass happened.
Before the Eagles' "Long Road Out of Eden" (which was released the same week as "Blackout"), albums sold exclusively at one retailer couldn't chart on the Billboard 200. The Eagles' album sold more than 700K at Walmart that week alone.
The rule was changed the very last minute, after it had already been announced that "Blackout" had debuted at #1 with almost 300K sold and no one had thought that the change would take effect the same week, but it had.
