I don't even think of "Where Are You Now" as R&B... it's a pop song to me.
Janet's best R&B(-ish) '90s ballads: "Empty," "Twenty Foreplay," (not exactly a ballad but eh) "My Need," "I Get Lonely," "Accept Me," "One More Chance," "Got 'Til It's Gone."
I'm sure you've heard most of those anyway. And if you really love her then you like "The Body That Loves You" as well.
