several major labels have madonna's ROL at 22,000,000 sold. However, no serious person (who is interested in studying record sales) believes that. ROL has sold 16,000,000 - 17,000,000

Same goes for Mariah or Celine. Or MJ's Thriller (it sold 60,000,000 not 110,000,000). This applies for Gaga as well.

If you want to study REAL sales, go check official certifications, sales estimations etc in order to reach an objective conclusion. magazines and articles by MTV do not provide accurate sales.
