I think Gaga, Britney and Beyonce will all do very well. Katy & Rihanna will sell quite a few singles, but they won't own 2011.

The certifications are handed out based on shipments (i.e. 'sold to retailers')
Technically they sold them and got the money for it, but not this many copies reached the consumer.
It gets evened out by illegal downloads, filesharing and the like so...there are probably indeed that many people who listen to it.
