Katy did work with Dr. Luke on One of the Boys but he was using a different sound for her then. It was much more pop/rock inspired. His work with Ke$ha had more of the electronic/dance elements, and it spawned numerous hits for the duo. When the same treatment was given to Katy for her new album, obviously it doesn't seem as novel or sound as fresh as it did when Ke$ha was gaining popularity.
Still, her hits like IKAG & Hot N Cold weren't exactly pop/rock songs. More like Electropop
she's also now talking about what good friends she and Katy are
I don't think it was intended as a shade, but it was certainly worded poorly in that case
It wasn't shade at all. I think she just meant she wanted something that was HERS and not something that just sounded like it was ripped off either CD. I didn't take it as her calling them generic, but saying a copycat song would be generic.

She's saying she wants to record something unique and distinct, something which people will listen to and think "Only Rihanna could sing that", not for them to listen to it and go "It's good, but Ke$ha, Katy or GaGa could have made this"
