I'm pretty sure 2004 was when ratings started to fall. I wouldn't put it in the performers' shoulders, though, as the quality of the show overall decreased beginning with 2004: No host, unbearable segments, too many categories, MTV's boneheaded attempts at making the VMAs appealing to different sectors (like with the video game categories), less and less big celebs showing up to present, the show always running too long, etc.
In fact, it made sense to have few females for 2004: R&B/hip-hop males dominated the charts that year. Thus, artists like Usher and OutKast were the headliners then.
