PWL felt that because "Je Ne Sais Pas Pour Quoi" was the 4th single to be taken from Kylie's album (& because the album had already been out for 3 months by this point) . . .
. . . that sales of the single would need boosted by the promotion of a brand new track in the form of a double "A" side
(In the event that english speaking countries did not respond to the french lyric of "Je Ne Sais Pas Pour Quoi") but they did, and so it was deemed (after release) that promotion of "Made In Heaven" would not be necessary after all . . . .
This is the video they made before they knew any of that.

It was only performed once at "The Royal Variety Performace", immediately prior to the release.
