You can't compare the album sales from 2003 to 2007. All of albums releasing in 2007 didn't reach 7 mark except Rihanna's Good Girl Gone Bad. 6 million mark in 2007 was a success . Also, 8 million in 2003 is great too. Most of successful albums at that time sold around 8-10 million.
8 million copies was never considered as a flop.
In the same case with Britney, Avril's sales are dramatically decreasing as well. And don't throw up on me by the phrase ''part of Billboard Decade Chart'', Beyoncé is the official best female one, following by Alicia Keys.

How can Avril sell 16million (for Let Go) or 9million (for UMS) at this time. Of course the sales have to go down but they ain't down that much since UMS was released in 2004 and sold 9M while TBDT was released in 2007 and sold 6M. She's still going strong baby .
P/s : We all know Avril's singles didn't do that well in the US. But she's still in Top 30 of the decade list. That's an ok position for Avril.
