Heard on Onehallyu that k-fans are thinking something like this:
1. Hallyu restricted/banned in China
2. NCT Beijing was supposed to debut and Doyoung and Johnny were a part of that
but since Hallyu was banned SM decided to put two commonly known NCT members into NCT 127 to not waste them.

NCT U has no set members and is the promotional unit. NCT 127's home base is South Korea (Seoul) so they are the group that they are going to try and establish the most.
