it's because they, instead of making like the USA and using percentages, decided to use SET (streaming-equivalent tracks)
and their ratio was 100 streams = 1 'sale', with one person being limited to 10 streams per day*. they added all of these stupid rules and they bottlenecked their own charts
it's a tragedy
