The only people who call Britney a legend are her fans, and the 20-something celebrities who grew up listening to her everyday. The same audience that will be trying to call Bieber a legend in 5-10 years.
Most other people think she's talentless, the girl with the umbrella, etc. Like to put in perspective what do you think your parents, the generation who didn't grow up on her think of her? Certainly not a legendary high status
