And if you ask people on the street who's the biggest popstar right now they'll either say Adele, Beyonce, or Taylor for a variety of different reasons. No one thinks about Rihanna like that. She's more background noise. Consistent, but easy to ignore. If it was any different we'd see her single/streaming success trickle over into her other ventures.

Rise was an Apple Music exclusive and was blacklisted from important Spotify playlists.
It was an underperformance but for one televised performance and a cheap video it did fine.
It's not like the Zaylor song which has two high profile names and a highly anticipated movie to accompany it.

Katy's a tier above Rih because she has touring power, can sell a good chunk of albums, and her digital sales are also better on average.
Katy's not top tier in albums like Adele or Taylor, but she's certainly not grouped with Rihanna in that respect.

None of the videos were that expensive, the televised performance had basically no production costs, like lol.
It was not that big of a loss for her or the label. Especially considering it's her first real dud this decade.
