Rihanna doesn't have the touring power or album selling ability to be top tier.

Her music is literally inescapable. TIWYCF and Work are probably the most overplayed songs of the year along with One Dance.

1989 didn't sell 20 more albums than Anti, it sold 8.5 million more. The era had more hit singles too.

Rihanna's music is big, but the starpower isn't there and never has been.

Rihanna's album sales are fine lol Loud sold like 6 millions in 10 months, and both TTT and Unapologetic sold well. She still has a good average sales per album this decade. Her overall average is 4.25m per album, that more than good.

Katy sells more albums on average than Rihanna, domestically and internationally.
Katy's a tier above Rih because she has touring power, can sell a good chunk of albums, and her digital sales are also better on average.
Katy's not top tier in albums like Adele or Taylor, but she's certainly not grouped with Rihanna in that respect.
