It's completely normal that a pop album will sell better than a country album in countries where country music is basically a non-existent genre. That's something ATRL always ignores. She was only local in the sense that country music is local. However, she still did amazing WW numbers as a country artist, as a pop artist she sold similar or even better numbers than most pop girls' last albums in Europe.
So gaining more popularity worldwide is something that comes naturally with switching to a widely used genre as pop, the more impressive part is to be very successful at it. Other country artists could do the same but not everyone would be able do it as successfully as Taylor did. So her next album would only be "the ultimate test" if she switched genres again.

Shania Twain released a different version of Come On Over than she did in the US, Canada, and (briefly) Australia. Shania also went back and released an international version of The Woman In Me.

So Twain, who is Canadian, had extensive world wide notoriety, probably more than any other Country act in history. Even more so than Taylor's Swift. However, since Canada has closer ties to Europe than the US, maybe that enabled her success on both sides of the Atlantic.

The "international version" of Come On Over was finally released in the US and Canada two years after the current version, but the international version of The Woman In Me was only available as an import. I purchased the imported version of The Woman In Me, and I had already purchased the imported international version many months before the official US drop date.
