While your last sentence is spot on, your first one isn't. It's considered a sin to fornicate. You cannot be a pastor and be in unrepentant sin no more than you can be an animal abuser and be the spokesman for PETA. You'd be a hypocrite.
With that said, this took place over two years ago. If he owned up to his wrong doings, sought forgiveness for it, and turned away from that sin, then he should be alright. He may have to step down as pastor if nobody wants him there, but that's something he brought on himself. You can choose your sins but you can't choose your consequences, and this guy is proof.
