It's actually great. It means rather than them selling it behind an EP, you can get it in a $10 pack.
I mean, it's better than buying an Expansion Pack you don't like just for the Butler. If they had added it in City Living for example, you'd need to shell out $40 even if a City world isn't for you.

Probably. I don't care either way. Toddlers were always forgotten after the base game.
An Expansion pack that includes them would have tons more content.
I mean, if they release a Generations pack, and patched Toddlers in for free, do you think Family players would just play with Toddlers and skip a family EP?
If that's the only way EA will allow devs to work on them, I say go right ahead.
These modders are crazy I just checked youtube vids and they look legit
