I would say a pop girl can actually PLAY an instrument if she has written a song on that instrument, or even played that instrument on an official recording of a song.

the only ones that i can think of that ACTUALLY can play instruments are Katy, Britney, Lana, Adele, Miley and Selena. i believe Ariana can kind of play piano and guitar but i'm not sure how proficient she is

Katy has been writing on the guitar since she was a teenager. She plays it in a few recordings too (most notably the acoustic version of TOTGA)

She's can't play it iin the sense that she's a pro, but she's probably on a high/proficient level like most amateur non-pro musicians.

I think the reason why Mariah can't read music or even play instruments is because she skips classes all the time. She relied mostly on her talent because her parents are talented vocalist too.
