I think Michigan uses paper ballots.
Pennsylvania uses voting machines, although apparently they are very old and are not connected to the internet or to each other. Election officials said to hack the election would require you to reprogramme each voting machine individually in person. Apparently it would take 15 minutes per machine (4 months in total), even though all election machines are kept under 24 hour protection and superveillance.
