They matter just as much, yes.

1989 - Diamond
25 - 8x plat
Prism - 5x plat
Also a huge difference
And I'm not sure how credible those overall numbers are for either artist, but nonetheless obviously Katy will have the overall advantage in record sales with all the pop singles she has released. As of 2016, it's Taylor easily.

What kind of logic? Good logic.
Diamond is actually less than 8x Plat. 8x Plat is 560,000 and Diamond is 500,000. There is not a huge difference between 350,000 and 500,000. 150,000 is not as big of a difference as 1,000,000. It also makes no sense to look at one aspect of an artist's career (album sales alone) as the defining factor of which artist is bigger in a country. Even just record sales isn't enough, but it's a far better indicator than just album sales.
Katy performed to over 300,000 Australians (sold out) during the PRISMATIC World Tour. Taylor performed to 240,000 (also sold out). Taylor is supposed to be a much bigger touring force than Katy. That speaks volumes about Katy's impact and power in Australia. Plus Katy's 'The Prismatic World Tour Live' DVD went 2x Plat here.
