I don't think YG knew how many girls was gonna debut as in YG himself say that groups and member has to be evaluate each months, some trainees who doesn't follow the level might get kicked out, some will train longer to debut (Moon Sua) later and some don't fit the groups despite being ready to debut (Jang Hana).
I mean these girls were his best trainees back then
