So what's the problem sales are so low and even hits which are already in the top 10 are being discounted so this is a smart move. And no it's on its third week.

It's another way of promo, then what about Spotify playlist payola? At least on iTunes you still have to pay for the song to hear it whether it's placed under hot tracks or not.
