Their whole schtick is becoming a worldwide group that's infinitely growing and without limits and boundaries (inb4 the first ever white kpop idol). So, yeah, it's kind of rotating I guess. They are rumored to have a new subunit coming soon, so we'll get to see more of their pattern. They might have a set 3 members for all units, or they might start having 2 units active at the same time with mostly new members in the debuting unit. Time will tell.
But I honestly think once SM sees that the rotating groups & ever expanding schtick they have just hinders them more than anything, they might cut the fat and stick to one subunit. If we're lucky anyway.
