I think it depends how you go about the situation. I'm not averse to people sending 1/2 picture runways, but almost every time someone has done so, it's either: had no description accompanying it, doesn't have enough detail in accordance with the runway, and a few other factors that make the overall runway entry seem lazy and imprecise. Using pictures of well known people, or famous outfits, won't do you any favors, a la Pea sending in a pic of Beyonce with a pea on it.
I think as long as you justify in your description why there isn't a lot of referencing - purposefully telling us that you intentionally wanted to keep the look clean, or simple is a good example - then I don't really mind how little or how much you do. It's all about the look. Extreme laziness, and unnecessary dedication, wouldn't be rewarded accordingly!
