The one with more votes in the state gets the all EVs for that state in most cases (see: NE, ME)

Hillary won the first city that votes in New Hampshire, which consists of 12 people.

But there are two other towns that voted also, and so Trump has 32 votes to Hillary's 25 votes. Trump supporters are screaming about it on Twitter, and I'm like....it's literally a difference of 7 votes. Calm yourself.
