My point was not just because the song is 5 minutes it can't be filler, but the fact that she wouldn't make a song 5 minutes for it to just be filler when most of the songs are 3-3:30. Plus the fact the song is about a topic she's advocated for throughout her entire career.
I would say the only song closely resembling filler on this album is John Wayne but it's still a bop.
