Katy used to be mean around her and make stupid jokes that The Lord took as insults. She was being an idiot but she probably didn't mean to upset Taylor and thought she was being funny
The tour thing was a serious misstep on Katy's part though and she deservingly got called out for it
The Lord needed to drop the boyfriend thing and find a worthy nemesis so she went for the second biggest pop girl. She's all about the long game so a fad like Stefani wouldn't have worked.
