Girl what? There was no legal obligation to update the Congress which is why the DOJ warned him against doing just tht. HE set that precedent for himself when he decided to cave to the Republicans and hold a press conference to explain why he recommended no charges (muddling his own message) and that's the reason the Republicans on the Hill forced him to testify before Congress.
He has made one wrong move after another and his ass is rightfully being dragged for it
