I've come to the conclusion that it's all related. When she flopped with ARTPOP, she stopped promoting the album, and now with PI it's the same.
So for us fans who want performances and appearances, we unfortunately have to hope for success too, otherwise we won't get the former.

She wouldn't have done any promo if she didn't care about success.
not caring about success doesn't mean she doesn't want noone to know that she has music out. She wants to promote and let people be introduced to her new music but she won't lose a sleep over sales

Plenty of acts that don't sell as much as Gaga get to do tv performances and promo spots just as much as major acts do

There's falling at 100M audiences and falling after a few weeks at 20M audiences. Besides when all the songs fall below a certain point they get taken out, that's how it works
