Do none of you understand how the UK singles market works? When did Telephone go to number one? After the video was released. When did Bad Romance go to number one? Weeks after it was released, when the video was released.

Crackout didn't even sell 1 million in the US. it was a flop. where did I say anything about Circus being a flop?

Circus had huge hype because of her breakdown and people were wanting to her to comeback big.

I suppose it could be higher, but without that music video there's no way for people to know that she's having a comeback. The music video and to a lesser degree the radioplay are essential.
