How do you know she was complicit? Hillary doesn't run the justice system just like Obama doesn't now. There was a complain about crime at the time (An increase in all crime not just drug related crime) and a bill was passed to increase the funding for the justice system, crack down crime and ban assault weapons and crack down sex offenses. The current VP wrote it, and Bill signed it. The rest was the justice system's doing. No one is dismissing anything but it's interesting how this wasn't an issue when Obama was running with Biden. And it wasn't the Crime Bill that made prison system like it is now. It's the war on drugs by Reagan and Nixon that did. Also, I took a criminal psychology class. I don't need to watch a documentary which is, btw, the worst way to get information on anything.
