Unless further listening of the full song proves otherwise, at this point I'd say it implies an action related to waking towards someone. It's used as an idiom of sorts, like a mother would say it to a child who just fell over and hit their knee - but it has more of a sexual overtone when used today (but still means
walk to mama). Or you'd use it to a grown adult who was whining to basically imply they're acting like a child.
Etta James used '
Tell Mama' in a sexual sense - basically meaning "your lover isn't pleasing you? let me [mama] satisfy you!", whereas Gaga's using 'Come To Mama' to humorously take a stab at someone or patronise someone who's whining or getting all upset (I think).
