Femme Fatale O2 show did like 93 or 94%. I think now there's more demand for a tour from her, despite the lack of sales/relevancy compared to 5 years ago. You don't need those things to sell out a show. She would do fine in London. The other parts of the UK I think are questionable.

An exclusive London residency for Europe hyped by media and then announced via an "exclusive" interview followed by an amazing TV promo commercial would be amazing. Marketing is everything. A product sells if you make it sell.
