The song isn't good enough. The vibe and the vocals could have worked for a hit but the chorus is weak, the melody is hardly perceived throughout the song. It has emotion, that's the only thing that saves the song.
She should move on to single #2 soon because she needs a song to be doing well on the radio by the time the album is released.

There people jumping and dancing. Gaga probably wanted to show that you can dance and jump to this song, to show that the song is energetic and to encourage DJs to play the song in clubs and festivals.
