We're not even 2 days into its release. It's very early to even expect anything.
I am also sure that the possible free-falling of the song is already weighted in this prediction because otherwise it wouldn't make any sense at all.
Let's take a simple look:
Perfect Illusion has been atop of Closer for 27 hours.
If Closer is indeed doing only 180k (which I doubt, since it hasn't shown to decrease that much), that means it's doing 1,070 copies each hour.
Perfect Illusion in 27 hours would have done 29,000 copies (without taking into consideration that at one point it was even well ahead of Closer (+3,500 copies).
It's also been 12 hours since it dropped from the #1 spot, selling an average of 860 copies per hour = 10,320 additional copies.
Just to sum this up:
IF IN FACT Closer is only selling 180,000 copies, Perfect Illusion has sold by now at least 46,000 copies (almost halfway to 100k), and it's not even been out for two days
while Closer has done about 47,000 by now.
Plus she has AHS premiere, radio promo, and probably other stuff lined up. They're not just going to give up on it and move on because it's debuting with 100K
