Formation and Make Me were generally well received and I don't recall multiple threads of scathing reviews for either despite both artists getting a fair share of hate. But with Gaga everyone is either posting bad reviews and claiming critics hate the song or people are raving about how incredible it is.
It seems like it's really disliked but I can't work out if it is or if she just has more publications that hate her and would've been negative no matter how good the song.

Iheartbrit has the right idea. Britney and Gaga are pop culture staples. No one cares what their music does anymore. But Katy has never actually yielded any level of influence on culture.
