Nowadays, people call her "Make Me" a flop when it reached higher then Slave in the first place.

It was a different time. The song was HUGE, the performance was too but Britney was completely banned from radio from the Oops era, which explains several of her songs didn't chart that well despite being huge hits. And it wasn't released physically.

Britney was radio banned for years at that time so all her single peaked low despite being popular. (like Overprotected #86)

But WHY was Britney banned from radio?

That's not to say I don't believe it - I remember looking at her discography on Wikipedia years ago and it made no sense to me why all of her singles between BOMT and Gimme More charted relatively low in the States compared to the UK when she's a much bigger star in America and always seemed to be. The radio ban makes completely sense but why?
