Let me break it down for all of you.
In Britney's case, flopping is entirely acceptable, considering her last era flopped (zero promotion, no hit singles, poor album sales, terrible music, no acclaim). She's been abscent from the music industry for an extremely long period of time and people have forgotten about her. Also, ageism, sexism, ****-shaming, etc. However, she's doing just fine on the charts.
Spotify: 59. Britney Spears - Make Me... (feat. G-Eazy)
iTunes: 3. Britney Spears - Make Me... (feat. G-Eazy)
Radio: 21. Britney Spears - Make Me... (feat. G-Eazy)
In Katy's case, flopping is completely UNACCEPTABLE. First of all, she is this supposed "Queen of Digital Sales", second of all, her last album was a hit and produced two number one hits, which means she had hype leading up to this particular release. On top of it all, Rise was PRODUCED BY MAX MARTIN, DISCOUNTED IN UK, ASSOCIATED WITH ONE THE BIGGEST EVENTS IN THE WORLD, etc. All of those deals, all of that promotion and yet it has FLOPPED.

It's is an improvement in context though, sales are not the same. For comparison, Barbra & Florida Georgia Line are doing way less than what they did with their last albums (even with SPS).

I guess when your last album was literally rock bottom, you kinda have to hover around a certain point.
Nonetheless, she did promo and to no good results.

Saying Godney is one of the biggest artist rn commercially speaking would be dumb, but saying that she's doing WAY better with Glory than with BJ is not a lie, she definitely improved in all fronts.
