So a discount, radio deal, multiple performances, attempt at viral Kimmel video, and multiple music videos (which drew attention to the song as major publications reported about the unseen video), and etc is light promo?

that promo along with pre orders put Make me back to #2 combined as well as one of the promo singles to #3 combined.

I didn't want to mention too much Godney lest I be accused of being a delusional stan with nothing of value to say (in b4 someone quotes this and agrees), but snake VMAs and 2007 VMAs would also be recognized if someone parodied them or referenced them by a large swath of the populace. They've been referenced countless times.
Beyonce black panther outfits is local but it's become surprisingly ingrained as part of her image in North America. I've seen it referenced all over the place, and it's a simple but memorable outfit.
The thing with performances like that is that they have one or two central elements that people remember. Gaga had 10,000 things going on in every performance and EVERY performance was a huge thing full of props and dancers and stuff flying around her, so as a result they all kind of blended together in the eyes of the GP.
Gag has iconic songs and looks, but as far as her performances go, there's not one you could immediately recreate and people would know exactly what you're referring to.

They're desperate.
They are even including the carpool performance that hasn't even aired yet.
When Kimmel aired and the pre order was up Make me she had 2 of the top 3 songs on itunes?
I think the only promo that hasn't shown a significant boost was that boring video.
Everything else gave it a boost.
I'm not sure what they are trying to achieve by reminding us of the promo that boosted sales for Britney's song.
People should be more worried about 10 week #1 songs that will be forgotten by the end of the year and won't have 1/10 of the impact that Baby one more time had with only 2 weeks at #1.
