Both Sony and the MJ Estate need to pay for the updates. They updated Thriller ASAP once the streaming rules went into effect for album certs. I wonder if one or both records are close to a further cert and so they're waiting because it's cheaper to update ones, e.g. Bad is eligible for Diamond from album sales/shipments alone, but maybe close to 12X of they include the new rules for streaming so they're waiting.
Biggest issue with OTW and Bad are total album sales. Nobody publically knows them... estimates put both albums well ahead of their certs, especially Bad.
Thanks to Thriller's update, Michael is now the 7th best-selling albums artist in the USA based on certs (he's actually 6th but needs updates). He has 79M certified album sales as per RIAA. Above him is Billy Joel at 82.5M (Michael is 100% above this) and then the top 5 are:
The Beatles - 178M
Garth Brooks - 137M
Elvis Presley - 136M
Led Zeppelin - 111M
The Eagles - 101M***
***Eagles bought millions more certs than they've sold.
Michael's 79M is missing tracked increases of:
+1 or +2 X Plat from Number Ones [Currently 4 X Plat with 5.3M+ in sales; eligible for 5X immediately, 6X soon]
+ 1 X Plat from Bad [Currently 9 X Plat from sales, easily 10X without any streaming inclusions]
+ 1 X Plat from Off The Wall [Currently 8 X Plat from sales, 9 X Plat with current shipments easily]
Certs I presume need updating:
HIStory: currently 7X Mult-plat from sales, not updated since 1999... guessing ready for 8X Plat as it only has to move another 500K as a two-disc set to get a Plat update.
The Essential MJ: currently 3X Multi-plat from sales, this accounts of 1.5M in sales of the 2-disc set but it sold more than this since MJ died alone. At least 1 X Plat more needs to be added, possibly 2X.
That would put Michael at ~84M in certified US album sales.
