Fine that might be the physical aspects to the type, but all the special attackers use beams of cold which would freeze water in a hetero heartbeat

Nonsense, the typing chart as it is now needs various changes. Pokemon is possibly the only competative game that never does balancing work or takes literally years to do so. Types like Ice, Poison, Bug and Grass need big updates while types like water, steel and rock need a few nerfs. It's nothing to do with making things interesting, it's about balancing it.

Poison is a pretty good type, it's just doesn't have many mons with good stats, and thus it's not well represented in higher tiers.
Ice doesn't really need to be better offensively. What it needs is to resist some stuff (and maybe lose the rock weakness). A Ground resistance would be god given.

Eh, Ice types just need better stat distribution. I don't see why they'd make a clearly offensive sweeper type, but then consistently give them slow defensive stat spreads Are weavile and froslass the only ice types with at least 100 base speed?
An ice/bug with quiver dance, ice/dragon with dragon dance, and a few more 110ish base speed sweepers would certainly save the ice type. Also, Mega Lapras
